A Caution for Keir Starmer from His Own History: If You're Not Bold regarding Britain's EU Exit & the EU, Your Party Challengers Shall Be.

Back in 2018, a mere a short phrase to energize a Labour conference and to show the party was falling out of love with Jeremy Corbyn. Although not exactly stirring rhetoric, the phrase met with wild cheering as delegates stood for spontaneous acclamation.

When the noise subsided, Keir Starmer, remained at the lectern, visibly startled. He wasn't really accustomed to his speeches producing such a reaction. His statement was simply: "Nobody is ruling out remain as an option". Context, however, is key.

During that darkly divisive time of 2018, departing from his agreed text in this way was always going to be seen as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize leave supporters in key constituencies over the Europhile sentiments within Labour. In just one speech, this seemingly cautious shadow Brexit secretary underwent a transformation – albeit temporarily – into a political gambler who championed the party's base against a leader he later succeeded.

The Evolution of Stance and Closed Issues

In the years since, the landscape has shifted, especially for Starmer himself. One of his first acts after taking over in 2020 was declaring the EU question was resolved by the 2019 general election. During the most recent campaign, he repeatedly emphasised unbreakable pledge promises that forbade re-entry into the European Union or its core structures.

Similar to Corbyn, his strategy has focused on winning Brexit-y voters in key seats, despite polling evidence suggests a significant number have died or changed their minds.

A Lid That Rattles on the EU

However, the tables have turned and the prime minister’s turn to face the pressures of being a Labour leader. And, if EU relations may not be the central crisis of British politics, the cap which was tightly sealed for five years is beginning to rattle again.

The Prime Minister and Chancellor have ramped up the rhetoric about the devastation that leaving the EU has caused to the UK’s economy. This serves as an effective tool with which to beat the Reform UK leader, who seldom discusses how leaving the EU was his primary goal and remains his only real achievement.

And yet, the extent of the economic harm, reportedly has resulted in a national economy that is significantly diminished than if it were still in the EU, towers over the minor adjustments so far offered by the government. Starmer’s so-called relationship reset agreed with Brussels in 2024 provides gains measured in low decimal points.

Cabinet Divergence and Bolder Ideas

The chancellor is among those attempting to bypass long-standing Home Office resistance to an expansive version designed to boost growth program for young people by which young people can move between Britain and Europe for work or study.

David Lammy muses openly about the “self-evident” benefits of joining a customs union with the EU, as several Labour backbenchers, including the chair of the Treasury select committee, last week supported a Liberal Democrat motion on joining one.

Although the Europe minister, who oversees UK-EU relations, who is now attending every cabinet meeting, maintains the firm boundaries are still in place, there are ways these could be bypassed. A proposal involves declaring the commencement of talks immediately for a more ambitious agreement, for inclusion in the following election platform, with implementation only if Labour won a fresh mandate.

Starmer's Fundamental Doubts

However, Starmer has lately been damping it all down again cautioning that a return to an EU customs arrangement would “unravel” the commercial agreements with the US, which he views as signature achievements of his premiership.

It is understood that Starmer's doubts go still deeper, stemming from three further factors.

  1. First, he thinks any customs union agreement has been made significantly more difficult as ministers are busily de-aligning from EU regulations across a range of policy areas, like environmental standards.
  2. Second, the exorbitant price set for the UK to join a European defense initiative and the subsequent collapse of negotiations has convinced UK negotiators that European nations are less interested in cutting special deals with Britain and are more focused on demonstrating that Brexit does not work.
  3. Thirdly, America's latest security doctrine, praised by Moscow, is viewed by key advisors in Number 10 as grounds for Britain to maintain distance from the EU.

An Alarming Document and Strategic Considerations

This strange and concerning document asserts Europe is threatened by “civilizational erasure” due to Muslim migration. It includes only one reference of the UK, placed beside a suggestion that the US government will intervene in British politics to encourage the growth of “patriotic” parties.

However, instead of concluding that this makes the US an unreliable partner, ministers reportedly fear that aligning closer with Europe could upset the global balance by risking fragile US military support for Kyiv, NATO, and other alliances.

Leadership Speculation and The Echo of 2018

This situation brings us back to 2018. The PM has consistently stated his speech was not a pitch to become leader but simply an attempt to keep open the “option” of staying in the EU in a future vote. Indeed, back then, he still supported a tailored trade agreement similar to the one he now appears to be opposing.

Observers within Downing Street note that the Health Secretary, who just about everyone assumes would stand in any leadership election, is part of a group of senior ministers signaling they desire greater ambition regarding the EU.

Aides to Angela Rayner, another probable runner in a contest to replace Starmer, maintain she refuses to comment on her position regarding a customs pact as it would merely “escalate unhelpful speculation”.

The Clear Risk and A Wise Memory

The danger is obvious. If Starmer rules out significant moves towards EU alignment, he cedes ground to claim the territory where most of Labour MPs, members and voters reside.

It would be prudent for Starmer to recall the impact just a few words had for him in 2018. Potential pathways for a major proposal on EU relations which the PM should not “rule out”; he should explore them personally, before someone else adopt them as their own.
